Legal regulations governing staircase construction.
Building laws are general legal provisions that set the framework for planning, approving and executing construction projects. Building regulations are regional codes issued by the individual federal states that define specific requirements — such as minimum widths, fire protection or setback distances. In Germany, the Model Building Code (MBO) provides the framework, which is adopted and adapted by the state building codes (LBO).
State Building Codes (Germany): The state building codes are the principal building laws of Germany's sixteen federal states and contain requirements for staircases in buildings. They determine which staircases are legally required, which minimum dimensions apply and how stairwells, escape stairs and railings are to be executed. The state codes frequently refer to DIN 18065 and the Model Building Code (MBO), but may deviate on individual points – for example regarding railing heights, escape route lengths or requirements for stair enclosures. For any construction project, the building code of the respective federal state is binding.
